General description of 1765–1769 as a tool of cameralism and incorporation of the Hetmanate

The article was prepared within the framework of Project № 2020.20/0237 «Quality of life and demographic characteristics of the population of Dnieper Ukraine in the second half of the 18th — the early 20th c.», financed by the National research fund of Ukraine. The study is dedicated to the General description of Left Bank Ukraine — a large-scale census that was conducted in 1765—1769 in all ten regiments of the Hetmanate. The purpose of the article is to study the General description as an instrument of cameralism, which was supposed to contribute to the final incorporation of the Hetmanate into the imperial political body. The methodological basis of the study is the analysis of government technologies and their implementation at the local level. The scientific novelty of the article lies in the positioning of the General description not as a historical source, but as a product of cameralism and imperial bureaucracy, which during its implementation was significantly influenced by the features of the political organism of the Hetmanate itself. At the same time, a comparison is made with the relevant experiences of the Habsburg monarchy. In the conclusions, attention is drawn for the first time to the fact that the total inventory, which was carried out at the expense of many human and material resources, turned out to be absolutely not used by either the Russian or the Cossack administration. At the same time, the symbolic impact of the description on the population of the Hetmanate region was very significant — it was the first such experience of total accounting and control, which even on an emotional level could form the feeling that from now on the «state» knows, controls and supervises every subject.
