The demands of the opposition forces to the Communist Party of Ukraine (CPU) were analyzed, which were reduced to the issue of legislative provision of the right of citizens of the Ukrainian SSR to perform military service on the territory of the republic. It was emphasized that such initiatives of informal socio-political organizations became especially relevant after the adoption of the Declaration of State Sovereignty of Ukraine and the deepening of the process of sovereignty of the republic. It was noted that the opposition called for the return of Ukrainian servicemen from the «hot spots» as soon as possible and criticized the CPU for its unwillingness to resolve the issue. It is noted that the idea of military service in the republic was tolerated by informal socio-political organizations, especially student and youth societies, Committees of Soldiers’ Mothers, and was supported by the opposition in the highest legislative body of the republic (People’s Council). It is noted that the complex of military-political issues was repeatedly raised in 1990 — 1991 at actions of disobedience, street demonstrations in almost all cities of the USSR, which were organized by organizations opposed to the CPU. It has been proved that after the student revolution on granite, people’s deputies were forced to include the issue of military service in the republic on the agenda of the session of the Verkhovna Rada of the USSR in order to prevent further escalation of the confrontation between the government and the opposition. The resolutions of the Verkhovna Rada of the Ukrainian SSR, which regulated the issue of military service on the territory of the republic, are considered, their inefficiency and declarativ are emphasized.
